National Oceanic & Atmospheric Administration (NOAA) All Hazards Emergency Message Collection (HazCollect) System
This is a design and build contract for the HazCollect System. The purpose of this system is to automate the manual process of the collection and dissemination of non-weather civil-emergency messages over NOAA Weather Radio (NWR) and to quickly and securely authenticate messages from Emergency Managers. The HazCollect System was developed to reduce the time it takes to process a Non-Weather Emergency Message down to an average of 15 seconds. The HazCollect system utilizes the Federal Emergency Management Agency (FEMA) Disaster Management Interoperability Services (DMIS). The HazCollect System will be the vehicle for EMs to transport non-weather related emergency messages from DMIS to the AWIPS dissemination systems via the Network Control Facility (NCF).
